Requirements on strict handling individuals and organizations causing prolonged delays in projects and works in Vietnam

On November 6, 2024, the Prime Minister of the Government of Vietnam issued Official Telegram 112/CD-TTg, focusing on definitively resolving backlog projects, halting construction, urgently implementing, completing, and putting into use to prevent waste and loss.

To focus on thoroughly addressing existing issues, promptly completing and bringing into use the outstanding projects and works that have been delayed or halted, particularly premises and offices, the Prime Minister of the Government of Vietnam requires Ministers, Heads of ministerial-level agencies, government agencies, and Chairpersons of People's Committees of provinces and centrally-run cities to immediately implement the tasks stipulated in Official Telegram 112/CD-TTg of 2024 as follows:

- Review and catalogue all outstanding projects, constructions that are halted, headquarters, and offices that are unused or ineffectively used within the scope and localities they manage.

- Urgently develop a Plan of action to address the lingering projects and constructions that are halted or delayed; effectively utilize headquarters and offices, reporting to the Prime Minister of the Government of Vietnam before November 30, 2024:

+ Clearly define responsibilities for each task, the timeline, completion time, and the responsible agency to serve as a basis for urging, inspection, supervision, and evaluation.

+ For tasks within their authority, proactively resolve outstanding issues thoroughly, while concurrently arranging and mobilizing resources to swiftly implement projects and constructions that have been delayed or halted, ensuring timely completion and effective use to achieve project objectives. Arrange for the effective utilization of government and office buildings in the locality, particularly those rearranged following administrative unit restructuring.

+ For tasks beyond their authority, promptly review and clearly report the issues, regulatory obstacles, propose solutions, identify responsible resolving agencies, and authorities with decision-making power, reporting to the Prime Minister of the Government of Vietnam for review and prompt directives before November 30, 2024.

- Address responsibility of individuals and organizations causing prolonged project delays; decisively replace or transfer officials with poor competence, who are reluctant, avoidant, delaying, shirking responsibility, or working tentatively and not fulfilling job requirements in resolving issues that lead to prolonged project delays, wasted resources, etc.
