Requirements for intermediate- and college-level vocational training programs in Vietnam as of April 5, 2024

On February 19, 2024, the Minister of Labor, War Invalids and Social Affairs issued Circular 01/2024/TT-BLĐTBXH on the process of developing, appraising, and promulgating training programs at intermediate and college levels; organizing the compilation, selection, appraisal, approval, and use of textbooks in Vietnam.

The requirements for intermediate- and college-level vocational training programs in Vietnam are as follows:

- The training program must meet the regulations on minimum knowledge requirements and competency requirements that learners must achieve upon graduation in each field, profession, and level of training. For fields and professions for which regulations on minimum knowledge requirements and competency requirements have not been issued, they must comply with the regulations in Circular 12/2017/TT- BLDTBXH; Circular 04/2023/TT-BLDTBXH, amending certain provisions of Circular 12/2017/TT- BLDTBXH.

- The curriculum must include the list and duration of each subject and module in the training program; the time for theoretical study, practical training, internships, and examination time for completing subjects and modules.

- The content and duration of common subjects in the training program are carried out in accordance with the regulations of the Minister of the Ministry of Labor - Invalids and Social Affairs.

- The training program must ensure scientific, logical, systematic, practical, and flexible characteristics; it must be adaptable to the diversity in training organization methods. The professional content must meet the main and core competencies of the profession; the additional, elective, and advanced competencies for learners to choose according to their own needs.

- The regulations on methods of assessing learning outcomes must be suitable for the training organization method, determining the level of competency achieved by learners after completing subjects and modules of the training program.

- The content of the training program must meet the changes in science, technology, and requirements in production, business, and services; it must meet the needs of enterprises and the labor market; and it must be in line with the socio-economic development requirements of the industry, locality, and country.

- Ensuring modernity and international integration, with a tendency to approach the advanced training levels of developed countries in the world; aiming towards the requirements of green training and digital transformation objectives.

- Ensuring compatibility with the training levels in vocational education and compatibility with other training levels in the national education system.

- Specifying the conditions for organizing the implementation of the training program and the conditions for ensuring training quality.
