- Arrange forces, equip means, devices, firefighting and fire prevention materials appropriately, based on the following factors:- Type of production, nature of hazardous elements, harmful factors;- Number of workers, number of work shifts;- Potential accident risks, accident rate (if any);- Distance from the workplace to the nearest medical facility.- Workplaces using hazardous or corrosive chemicals must be equipped with emergency showers and eye wash facilities;- Workplaces with dangerous chemicals must have chemical safety data sheets in Vietnamese, with instructions placed near the firefighting and fire prevention kit positions;- The firefighting and fire prevention force must meet the conditions stipulated in this Circular;- Publicly disclose information about the location, quantity of firefighting and fire prevention kits; rooms, firefighting and fire prevention areas, equipment, means, and the number of firefighting and fire prevention members;- Periodically review, inspect the quantity and quality of equipment, means, and firefighting and fire prevention personnel.

Circular 19/2016/TT-BYT takes effect from August 15, 2016.
