Required documents of a vehicle dossiers and inspection documents of motor vehicles in Vietnam from October 1, 2024

On August 12, 2024, the Minister of Transport of Vietnam issued Circular 30/2024/TT-BGTVT amending Circular 16/2021/TT-BGTVT on technical safety and environmental protection inspection of road motor vehicles and Circular 03/2018/TT-BGTVT on the regulations for the inspection of technical safety and environmental protection for imported automobiles subject to Decree 116/2017/ND-CP.

Required documents of a vehicle dossiers and inspection documents of motor vehicles in Vietnam from October 1, 2024

The required documents of a vehicle dossiers and inspection documents of motor vehicles in Vietnam include:

- Establishing a vehicle dossier

Vehicle owners must declare information and provide the following documents to establish a vehicle dossier (except in the case of initial inspection to issue a Certificate of Inspection and Inspection Stamp with a validity period of 15 days):

+ Present Vehicle Registration Documents: the original Vehicle Registration Certificate issued by a competent state authority or the original Receipt of Holding the Original Vehicle Registration Certificate (accompanied by a copy of the Vehicle Registration Certificate) from a credit institution or a copy of the Vehicle Registration Certificate confirmed by a financial leasing, lending institution according to legal regulations or an Appointment Slip for issuing the Vehicle Registration Certificate;

+ Copy of the Quality Control Sheet for vehicles manufactured and assembled domestically (except for decommissioned vehicles);

+ Original Certificate of Technical Safety and Environmental Protection for modified motor vehicles in the case of newly modified motor vehicles;

+ Stamped frame and engine numbers for motor vehicles exempt from inspection as stipulated in Clause 3, Article 5 of Circular 16/2021/TT-BGTVT;

+ Declare information corresponding to the regulations in Appendix I issued with Circular 16/2021/TT-BGTVT.

- Inspection documents

When bringing a motor vehicle to the inspection unit for inspection, the vehicle owner must present, submit the following documents, and provide the following information:

+ The documents mentioned in Points a and c, Clause 1, Article 6 of Circular 16/2021/TT-BGTVT;

+ Information on the username, access password, and the electronic information management website address for journey monitoring devices and cameras for motor vehicles required to be equipped with journey monitoring devices and cameras;

+ Declare transport business information into the Record Tracking Form according to the template in Appendix I issued with Circular 16/2021/TT-BGTVT.
