Request for implementation of Conclusion No. 83-KL/TW on salary reform in Vietnam

According to Official Dispatch 6605/BTNMT-TCCB dated September 26, 2024, the Ministry of Natural Resources and Environment of Vietnam demands affiliated units to implement several contents and tasks. To be specific:

- Continue the work of information dissemination and propaganda on salary reform, adjustment of pensions, preferential allowances for individuals with honors, and social allowances according to Conclusion 83-KL/TW dated June 21, 2024, and Decision 918/QD-TTg dated August 27, 2024.

Agencies and units responsible for media, communication, and propaganda (such as the Ministry Office, Natural Resources and Environment Newspaper, Natural Resources and Environment Journal, Resource and Environment Communication Center, etc.) should proactively and promptly disseminate news and articles on the Party's policies, legal regulations of the State concerning salary reform in Vietnam.

- Based on assigned functions and tasks, organize research and strict and prompt implementation of the contents in Conclusion 83-KL/TW dated June 21, 2024, and Decision 918/QD-TTg dated August 27, 2024, where there is a need to focus on directing and immediately implementing several requests and tasks as follows:

+ Continue the organization and streamlining of the administrative apparatus, reduction of staff on state salary and allowance payrolls, and restructuring of officials and public employees according to job positions, titles, and leadership positions as per Resolution 18-NQ/TW dated October 25, 2017, and Resolution 19-NQ/TW dated October 25, 2017, from the 6th Central Conference, 12th term, linked with the requirement of salary policy reform in Resolution 27-NQ/TW dated May 21, 2018 (particularly regarding reorganization and the implementation of financial autonomy policies for public service providers in Vietnam).

+ Continue reviewing and perfecting the job position scheme, job descriptions, and competency frameworks linked to restructuring the team of officials and public employees, to enhance the quality of the workforce.

+ Conduct a review, evaluation, and reporting to the Ministry for submission to the competent authority to consider amending and supplementing the allowance policies for officials and public employees in various sectors and fields (especially occupational allowances) that may have arisen particularly unreasonable situations during implementation (if any); complete and report to the Ministry (via the Personnel Department) no later than October 31, 2024.
