The Minister of Education and Training of Vietnam promulgates Circular 25/2024/TT-BGDDT dated December 25, 2024, regarding the statistical reporting regime in the education sector.

The content of reporting policies for statistical reports in the education sector includes: Purpose, scope of statistics, applicable subjects, reporting unit, report recipient unit, reporting symbol, reporting period, deadline for report submission, method of sending reports, and list, report forms accompanied by explanations of statistical report forms.

  1. Purpose

The reporting regime for statistical reports in the education sector is applied to agencies and units to collect statistical information to meet the requirements for compiling the national statistical indicator system assigned to the Ministry of Education and Training, the education sector's statistical indicator system (issued under Circular 03/2024/TT-BGDDT dated March 18, 2024, by the Minister of Education and Training), and to aggregate other statistical information serving the management needs of the sector and fields.

  1. Scope of Statistics

The reported data in the form system falls within the management scope of the agency or unit responsible for organizing the collection and aggregation of statistical information, including statistical information of subordinate units and statistical information of units under management authority.

  1. Applicable Subjects

The applicable subjects are specified in Article 2 of Circular 25/2024/TT-BGDDT.

  1. Reporting Unit

The reporting unit is the agency or unit specifically recorded at the top right corner of each statistical report form.

  1. Report Recipient Unit

The report recipient unit is the Ministry of Education and Training and is specifically recorded at the top right corner of each statistical report form, below the reporting unit line.

  1. Reporting Symbol

The reporting symbol consists of two parts: the numerical part and the alphabetical part. The numerical part is numbered according to the report order, and the alphabetical part is written in abbreviated capital letters, specifically: The first letter group reflects the reporting period (beginning of the school year - DN, end of the school year - CN, school year - N), and the second group reflects the statistical indicator group of the report.

  1. Reporting Period and Deadline for Reports:

- The statistical reporting period is a specific period set by regulation, during which an agency or unit must reflect activity results in figures according to statistical criteria in the statistical report form. The educational statistical reporting period is calculated by the school year and is specifically recorded under the title of each statistical report form;

- The deadline for report submission is specifically recorded at the top left corner of each statistical form;

- Periodic Statistical Reports:

The educational statistical reporting period is calculated by the school year, with the reporting deadlines as follows:

+ Pre-school education, general education, continuing education, and disability education statistics have two reporting periods each year:

++ Beginning of the school year report: Reporting date is September 30, with the submission deadline on October 30.

++ End of the school year report: Reporting date is May 31, with the submission deadline on June 30.

+ Higher education statistics, preschool teacher training at college level, and pre-university each have one reporting period annually: The reporting date is December 31, with the submission deadline on January 31 of the year following the reporting year.

- Other Statistical Reports:

Other statistical reports are conducted to help the Minister of Education and Training gather information beyond the periodic statistical information collection and aggregation. The content of other statistical reports is conducted according to the requirements in documents issued by the Ministry of Education and Training.

  1. Method of Preparing and Sending Reports

Statistical reports are prepared on the educational sector database software system at the addresses https://csdl.moet.gov.vn and https://hemis.moet.gov.vn. Agencies and units perform the extraction of statistical reports on the educational sector database software system into electronic reports (authenticated by the Head's digital signature) or print paper copies (signed by the Head, sealed) and send reports according to the specified timeline on each form.

  1. Report Forms and Explanation of Statistical Report Forms

The reporting regime in the education sector includes:

- The list of the system of reporting forms specified in Appendix I issued with Circular 25/2024/TT-BGDDT;

- Statistical report forms and explanation of report forms specified in Appendix II issued with Circular 25/2024/TT-BGDDT.

Circular 25/2024/TT-BGDDT takes effect from February 9, 2025.
