Repatriation Costs of Seafarers Paid by Shipowners

On April 28, 2017, the Ministry of Finance issued Circular 38/2017/TT-BTC guiding the reimbursement of repatriation costs for seafarers working on Vietnamese sea-going vessels (excluding military ships, public service vessels, and fishing vessels) operating on international routes.

The shipowner is responsible for arranging and paying all repatriation expenses for repatriated seafarers in cases such as: the expiration of the employment contract, sinking of the ship, sale of the ship, etc.

If the seafarer arranges their own repatriation, the shipowner shall reimburse the repatriation costs to the seafarer, including:

- Travel expenses to the repatriation location specified in the contract;- Costs for food, accommodation, wages, and travel allowances of the seafarer from the time of leaving the ship until arrival at the repatriation location;- Costs for transporting a maximum of 30 kg of the seafarer’s personal luggage to the repatriation location;- Medical care expenses.

Circular 38/2017/TT-BTC came into effect on July 01, 2017.
