This is a notable content in Clause 1, Article 1 of Circular 27/2019/TT-BYT amending Point b, Clause 2, Article 2 of Circular 17/2012/TT-BYT stipulating the issuance and use of Birth Certificates issued by the Minister of Health on September 27, 2019.
In cases where a child is born outside a medical examination and treatment facility but is delivered by a healthcare worker or village midwife, the child's father, mother, or guardian (instead of a relative as per current regulations) must fill out the Birth Certificate Application Form as specified in Appendix 02 issued with this Circular and submit it to the commune-level health station where the child was born to request the issuance of the Birth Certificate.
Within 03 working days from the date of receipt of the Birth Certificate Application Form, the commune-level health station must complete the procedures for issuing the Birth Certificate to the child. In cases where verification is necessary, the verification period must not exceed 05 working days. The issuance of the Birth Certificate is carried out in accordance with Point a Clause 2 Article 2 of Circular 17/2012/TT-BYT.
