Regulations on the organization and operation of the National Medical Council of Vietnam from April 15, 2025

Standards, conditions for appointment and reappointment of the Chairman, Vice Chairman, and Members of the National Medical Council according to the Regulations on the Organization and Operations of the National Medical Council issued together with Decision 05/2025/QD-TTg dated February 27, 2025, are as follows:

- General Standards:

+ Possess good moral qualities, lifestyle, loyalty to the policies and direction of the Communist Party, and comply with the State's laws;

+ Have sufficient health and time to perform the duties of a Council member;

+ Not subject to disciplinary actions or criminal prosecution related to the medical field; not under consideration for disciplinary actions, complaint resolution, and denunciation handling according to laws on discipline, complaints, and denunciations.

- Specific Standards for the Standing Vice Chairman:

+ Hold a doctorate degree in a health-related field;

+ Have management experience, having held management positions in units under and affiliated with the ministry, with a position allowance of 1.0 or higher, or currently holding the position of Chairman or Vice Chairman of a professional association operating in the medical field;

+ Have outstanding achievements in the medical sector recognized by a competent authority.

- Specific Standards for Council Members:

+ Members representing medical examination and treatment facilities: hold a doctorate or second-level specialty degree in a health-related field; currently work at medical examination and treatment facilities that serve as health practice bases; have at least 15 years of experience in medical examination and treatment practice;

+ Members representing educational institutions: hold a doctorate degree in a health-related field; currently work at an educational institution in the health field; have at least 15 years of teaching experience in the health field;

+ Members representing state management agencies: have at least 10 years of experience in state management related to medical examination and treatment, or in training, fostering, and managing medical human resources, or in health-related legal affairs;

+ Members representing professional associations operating in the medical field: hold a doctorate or second-level specialty degree in a health-related field; specifically for nursing/midwifery/medical technology, a master's degree or higher is required; be a member of a professional association operating in the medical field; have at least 15 years of experience in medical examination and treatment practice or at least 15 years of experience in developing and teaching training programs in the health field.

- Standards, conditions for reappointment:

+ Successfully completed tasks during the term as Standing Vice Chairman or Council Member;

+ Have sufficient health to complete assigned tasks;

+ Not subject to criminal prosecution related to the medical field; not under consideration for disciplinary actions, complaint resolution, and denunciation handling according to laws on discipline, complaints, and denunciations.

Decision 05/2025/QD-TTg is effective from April 15, 2025.
