The Minister of Transport issued Circular 40/2023/TT-BGTVT dated December 25, 2023 on quality criteria and inspection, supervision, and evaluation to accept the quality of coastal information public services in Vietnam.
Regulations on the evaluation and acceptance of the quality of coastal information public services in Vietnam are as follows:
- The assessment of the quality of coastal information public service is carried out for each type of service, including: INMARSAT emergency watch service, COSPAS-SARSAT emergency watch service, DSC emergency watch service, RTP emergency watch service, MSI RTP transmitter service, MSI NAVTEX transmission service, MSI EGC transmission service, LRIT information service, and maritime industry information connection service;
- Based on the results of service provision, inspection, supervision, and methods of determining criteria to perform calculations, determine the quality criteria of each service and compare them with the requirements to meet the requirements prescribed in Circular 40/2023/TT-BGTVT to mark the criteria as "Pass" or "Fail".
The quality of each service is rated as "Pass" when all the quality criteria of that service are rated as "Pass". The quality of each service is assessed as "Fail" when that service has one of the quality criteria assessed as "Fail";
- Vietnam Maritime Administration is responsible for organizing the assessment of the quality of coastal information public service for each type of service on a quarterly basis;
- The evaluation of service quality criteria will be considered, excluding factors affected by force majeure events.
In addition, the acceptance of the quality of coastal information and public services is regulated as follows:
Based on the results of the quality assessment according to regulations, the Vietnam Maritime Administration conducts acceptance of the quality of coastal information public services as prescribed in Article 10 of Circular 03/2023/TT-BGTVT, which details regulations on ordering and providing coastal public information services using the state budget from regular expenditure sources.
Circular 40/2023/TT-BGTVT takes effect on April 1, 2024, and repeals Circular 05/2019/TT-BGTVT.
