On July 08, 2024, the State Auditor General of Vietnam issued Decision 1337/QD-KTNN in 2024 on the Code of Conduct for State Auditors.

1. Purpose of the Regulations on the Code of conduct for state auditors in Vietnam in Vietnam

- Strictly implement the regulations of the Communist Party of Vietnam and the State on power control, anti-corruption, and negativity in inspection, supervision, disciplinary action within the party, and audit activities.

- Specifically: Standardize and publicize the conduct of state auditors during their participation in audit activities and social interactions.

- Enhance the sense of responsibility, professional ethics, and professionalism of state auditors; elevate the credibility of the State Audit; improve the effectiveness of activities and audit quality of the State Audit.

- Provide a basis for organizations and individuals concerned to monitor the conduct of state auditors during their participation in audit activities and social interactions; and at the same time, contribute to effectively implementing the democracy regulations within the units under the State Audit.

- Serve as a basis for units under the State Audit (as authorized) to handle responsibilities when state auditors violate the regulations and standards of conduct during their participation in audit activities and social interactions.

2. Specific regulations of the Regulations on the Code of conduct for state auditors in Vietnam

The specific regulations of the Regulations on the Code of conduct for state auditors in Vietnam are stipulated in Chapter II, for instance:

* Conduct in public places and social activities

- State auditors, during their participation in social activities, must exhibit civilized and polite manners in communication and conduct to gain trust and affection from the public; actively propagate, and disseminate information about the activities of the State Audit, State Audit Law, Anti-corruption Law, Law on Thrift Practice and Waste Combat, and other related legal documents.

- Must not exploit their positions, powers, or impersonate to create influence during their participation in social activities; must not participate in, abet, or conceal illegal acts; promptly report to the competent authorities any information regarding illegal acts.

- Must not violate the public conduct regulations, rules, and standards of traditional customs to ensure social civilization and progress; must not violate the regulations on citizen ethics as provided by law or agreed upon by the residential community.

- State auditors must adhere to the regulations of the Communist Party and the State while participating in online environments; exhibit healthy, safe conduct, and ensure information security as regulated; be responsible for their actions; strictly follow the code of conduct on social networks issued by competent authorities; comply with the internal regulations of the agency and organizations on providing information on social networks.

* Conduct within the family

- Must exemplify obedience to the law and the regulations of the residence place; actively propagate, educate, and persuade family members to strictly and rightly follow the guidelines, policies, and regulations of the Communist Party and the State; endorse the movement of the entire population to unite and build a cultured family, contributing to stabilizing social order and the residential community.

- Must not allow spouses; parents, caregivers, or parents and caregivers of spouses; biological or adopted children, daughters-in-law, sons-in-law; siblings; siblings of spouses to exploit their reputation for self-interest.

- Must not engage in domestic violence; not cohabit like spouses with others. When they or their children marry foreigners or Vietnamese residing abroad, they must honestly report to the organization. State auditors who are party members must not violate the policies on population and family planning.

- Must not organize luxurious, wasteful events for weddings, funerals, holidays, birthdays, wedding anniversaries, longevity celebrations, new house celebrations, promotions, transfers, and other personal and family events for profiteering purposes.
