Regulations on subjects of annual review in the political system in Vietnam

On October 4, 2023, the Party Central Committee issued Regulation 124-QD/TW on the annual review, assessment and quality ranking of groups and individuals in the political system in Vietnam.

Regulations on subjects of annual review in the political system in Vietnam

Specifically, the following subjects are subject to annual points in the political system in Vietnam:

(1) For collectives

- Party committees and organizations at all levels:

+ Politburo, Party Central Committee Secretariat.

+ Standing Committee of the Party Committee directly under the Central Government; Standing Committees of Party Committees at provincial and district levels; Standing Committees of upper-level party committees at the grassroots level of public service units and state-owned enterprises at the Central and local levels (including standing committees of grassroots party committees that are delegated or piloted to delegate authority to the upper-level grassroots level); and the Standing Committee of the Party Committee at the grassroots level (where there is no standing committee, the executive committee will be reviewed).

+ Party unions and party cadres at the Central and local levels.

- Leadership and management team:

+ Collective leadership and management of the Party's advisory and assisting agencies at the Central and local levels; collective leadership of the President's Office, Government Office, and National Assembly Office; Ho Chi Minh National Academy of Politics; Vietnam Academy of Science and Technology; Vietnam Academy of Social Sciences; Vietnam News Agency; Voice of Vietnam; Vietnam Television; Nhan Dan Newspaper; Communist Magazine; Truth National Political Publishing House; Hanoi National University; Ho Chi Minh City National University; and the Central Secretariat of the Ho Chi Minh Communist Youth Union.

+ Standing collective of the Nationalities Council, standing committees of the National Assembly, and collective leaders of agencies under the Standing Committee of the National Assembly.

+ Collective leadership and management of departments, ministries, branches, the Vietnam Fatherland Front, socio-political organizations at the Central level and affiliated units; collective leadership and management at the provincial, district, and grassroots levels; public service units; and state-owned enterprises (guided by the Party Committee, Party Union, and Party Committee under the Central Government according to their authority).

(2) For individuals

- Party members in the entire Party (except for party members who are exempt from party work and activities; party members suspended from party activities; new party members admitted for less than 6 months).

- Leadership and management staff at all levels.

More details can be found in Regulation 124-QD/TW, taking effect from the date of signing and replacing Regulation 132-QD/TW dated March 8, 2018.
