On July 17, 2023, the Minister of Education and Training issued Circular 14/2023/TT-BGDĐT on library standards of higher education institutions in Vietnam.

Regulations on specialized equipment at university libraries in Vietnam as of September 1, 2023

Specialized equipment at university libraries in Vietnam in Circular 14/2023/TT-BGDDT is as follows:

- Having enough specialized equipment to ensure library activities, including:

+ Cabinets, shelves, bookshelves, tables, and chairs for library users; tables, chairs, and cabinets for librarians; information desk; equipment for searching, displaying, and introducing new information resources and publications of higher education institutions;

+ Computer systems connected to the internet, printers, photocopiers, scanners, servers, data storage devices, audio-visual facilities, security equipment, automation in library operations, and other library technology equipment;

+ Having application software for professional activities, library operation, and management with full functions, modules according to national and international standards;

+ Having an information portal or website providing online indexing and exploitation of digital information resources;

+ Other equipment for library operation and management.

- Requirements for specialized equipment:

+ Instructions for using the library with clear, concise, illustrated pictures, tables, or diagrams, full of content and easy to understand, arranged in easy-to-observe positions;

+ Cabinets, shelves, bookshelves, tables, and chairs with sizes suitable for the space of university library function rooms; be reasonably and flexibly organized to ensure richness and diversity to serve library activities;

+ The equipment must ensure safety and environmental sanitation, in accordance with the law on information management and exploitation.
