The Minister of Education and Training of Vietnam issues Circular 11/2022/TT-BGDĐT dated July 26, 2022 regulations on joint exam administration for foreign language certification in Vietnam

According to the Circular, joint exam administration for foreign language certification in Vietnam is cooperation through written agreements or joint contracts between:
+ Education, training institutions, or educational organizations that are legally established and operating in Vietnam
+ Agencies, organizations, and establishments for assessing foreign language ability lawfully established and operating abroad.
This association is to do one of the following: register for the exam, use the venue, organize the test, assess foreign language ability; and issue foreign language proficiency certificates in Vietnam.
Besides, it stipulates the object of association, dossier of application for approval, approval procedure, approval authority, time limit, extension, adjustment, suspension, termination of association, and implementation reporting regime according to the Government of Vietnam's regulations on foreign cooperation and investment in the field of education.
The project on the joint organization of foreign language proficiency certification exams in Vietnam by Vietnamese exam organizations and foreign language competence assessment establishments must clearly describe the extent to which the specified quality assurance elements are met.
Circular 11/2022/TT-BGDDT takes effect from September 10, 2022.
