Regulations on implementing the roadmap for applying online drug procurement in Vietnam

On March 27, 2023, the Ministry of Health issued an Official Dispatch 1647/BYT-KH-TC on the transfer of documents from the Ministry of Planning and Investment on the roadmap for applying online drug procurement in Vietnam

Because there is no consensus on implementing the provisions in Clause 2, Article 37 of Circular 08/2022/TT-BKHDT, the Ministry of Health has requested that the Ministry of Planning and Investment provide guidance and clarification on the implementation of drug procurement packages in 2023 using open bidding.

The Ministry of Health's request for guidance was responded to by the Ministry of Planning and Investment as follows:

Pursuant to Circular 08/2022/TT-BKHDT and Circular 58/2016/TT-BYT, for drug purchasing packages using state capital (including health insurance funds and revenue from medical examination and treatment services) for procurement to maintain regular operations in 2023, open bidding, limited bidding, and competitive bidding must be organized online.

For drug purchasing packages that are regulated by the Law on Bidding but do not use regular expenditures, bidding must be organized online according to the provisions of Points a and b, Clause 2, Article 37 of Circular 08/2022/TT-BKHDT.
