The Minister of Education and Training of Vietnam promulgates Circular 29/2024/TT-BGDĐT dated December 30, 2024, regulating extra classes.

Regulations on extra classes outside schools in Vietnam from February 14, 2025

The regulations on extra classes in Vietnam are as follows:

- Organizations or individuals conducting extra classes activities that collect fees from students (hereinafter referred to as tutoring centers) must fulfill the following requirements:

+ Register for business according to the provisions of law;

+ Publicize on electronic portals or post at the tutoring center's headquarters about the subjects offered for tutoring; the tutoring duration for each subject according to each grade level; locations, forms, and times of conducting extra classes; the list of tutors and the tuition fees before enrolling in the tutoring classes (as per Form number 02 in the Appendix attached to Circular 29/2024/TT-BGDDT).

- Tutors outside of schools must ensure good moral character; have professional competence suitable for the subjects they participate in teaching.

- Teachers currently teaching at schools who participate in extracurricular tutoring must report to the Principal or Director or the head of the school (hereinafter collectively referred to as the Principal) about the subject, location, form, and time of tutoring participation (as per Form number 03 in the Appendix attached to Circular 29/2024/TT-BGDDT).

Collection and management of fees for extra classes in Vietnam from February 14, 2025

- The funding for organizing extra classes within schools uses state budget and other lawful financial sources according to the provisions of law.

- The fees for extra classes outside of schools are agreed upon between parents, students, and the tutoring centers.

- The collection, management, and use of fees for extra classes are governed by the provisions of law on finance, budget, assets, accounting, taxes, and other related regulations.
