Regulations on energy consumption of motor vehicles, energy labeling of motor vehicles in Vietnam from January 1, 2025

The Minister of Transport of Vietnam promulgates Circular 55/2024/TT-BGTVT stipulating the order and procedures for certifying the quality, technical safety, and environmental protection of motor vehicles, specialized motor vehicles, and motor vehicle parts in production and assembly.

Regulations on energy consumption of motor vehicles, energy labeling of motor vehicles in Vietnam from January 1, 2025

The regulations on energy consumption and energy labeling for motor vehicles are as follows:

- Manufacturing establishments must publicly disclose the energy consumption of motor vehicles. The disclosure of energy consumption must meet the following requirements:

+ Align with the information and energy consumption levels of the vehicle types that have been certified;

+ Publish information regarding the energy consumption of vehicle types on the website of the manufacturing establishment and the vehicle business base (if applicable). The publicly disclosed information must be maintained throughout the period the manufacturing or business establishment offers the vehicle type on the market.

- Vehicles must be labeled with energy labels before being released to the market, including:

+ Passenger cars;

+ Motorcycles and scooters.

- Energy labeling does not apply to the types of vehicles specified in Clause 2, Article 16 of Circular 55/2024/TT-BGTVT in the following cases:

+ Vehicles manufactured and assembled from existing vehicles that have been energy-labeled;

+ Vehicles manufactured and assembled for export.

- Manufacturing establishments must register for energy labeling in accordance with the legal regulations on efficient and economical use of energy for motor vehicle types subject to energy labeling. This is based on the certified energy consumption levels, and energy labeling must be implemented for the vehicles before they are introduced to the market.

- If there are changes to the product type that do not satisfy the energy consumption level requirements or other changes affecting the certified energy consumption level exceed the permissible limits, or if the expansion conditions for recognizing emission test results stipulated in the applicable national technical regulation are not met, re-certification of the related vehicle type concerning energy consumption is required.
