Regulations on disease prevention in seed production facilities, collection, incubation, rearing, trading and aquaculture facilities in Vietnam

The Minister of Agriculture and Rural Development promulgates Circular 12/2024/TT-BNNPTNT dated October 24, 2024, amending Circular 04/2016/TT-BNNPTNT concerning the prevention and control of aquatic animal diseases, which includes amendments to regulations on disease prevention in seed production facilities, collection, incubation, rearing, trading and aquaculture facilities in Vietnam

Clause 8, Article 1 of Circular 12/2024/TT-BNNPTNT amends Clause 8, Article 8 of Circular 04/2016/TT-BNNPTNT as follows: Implement technical measures for the prevention and control of certain dangerous diseases in aquatic animals in Vietnam as directed by the Veterinary Specialized Management Agency.

(Currently, Clause 8, Article 8 of Circular 04/2016/TT-BNNPTNT stipulates: Implement technical measures for the prevention and control of certain dangerous diseases in aquatic animals (Appendices II, III, IV, and V issued with Circular 04/2016/TT-BNNPTNT)).

Circular 12/2024/TT-BNNPTNT comes into effect in Vietnam as of December 12, 2024.

Regulations on disease prevention in seed production facilities, collection, incubation, rearing, trading and aquaculture facilities in Vietnam

According to Article 8 of Circular 04/2016/TT-BNNPTNT (amended by Circular 12/2024/TT-BNNPTNT), the regulations are as follows:

(1) Implement the provisions of Article 14, Clauses 1, 2, 3, and 4 of Article 15 of the Veterinary Law and other relevant legal provisions.

(2) Design facilities to ensure efficient hygiene, disinfection, isolation, and handling activities in case of an outbreak.

(3) Water sources must be treated for pathogens, control environmental factors, and meet veterinary hygiene conditions before being used; waste and wastewater must be treated to meet standards before discharge.

(4) Use of aquatic breeds:

- Must have a clear origin, be healthy, ensure disease safety and comply with National Technical Standards for aquatic breeds;

- Aquatic breeds from out-of-province production facilities or imports must have health certificates and be subjected to quality checks according to regulations.

(5) In case of using homemade, fresh feed, ensure veterinary hygiene, disease safety, and environmental protection.

(6) Carry out supervision as prescribed in Clause 1, Article 10 of Circular 04/2016/TT-BNNPTNT.

(7) Apply technical measures regarding farming, disease prevention, and environmental management as guided by authorities specialized in veterinary medicine and aquaculture operations; encourage the use of vaccines permitted for distribution in aquatic animal disease prevention.

(8) Implement technical measures for the prevention and control of certain dangerous diseases in aquatic animals as directed by the Veterinary Specialized Management Agency.
