Regulations on direct assessment of strategic environment in Vietnam 

Specifically, direct assessment of the strategic environment shall comply with Article 4 of Circular No. 01/2024/TT-BTNMT as follows: 

(1) Development of outlines and formulation estimates of strategic environment assessment tasks: 

- Collecting and summarizing information and analyzing documents used for the determination of contents of the implementation of strategic environment assessment; 

- Determining tasks to be implemented during the strategic environment assessment; 

- Developing outlines and formulating estimates of the strategic environment assessment. 

(2) Implementation and formulation of reports on strategic environment assessment: 

- Investigating, surveying, and collecting information on the developments of environmental components, natural heritage, and areas of protection and preservation of biological diversity and socio-economic conditions of planning areas and adjacent areas potentially affected by the planning;

- Determining the spatial scope, identification time, and prediction to carry out strategic environment assessment (regarding territory potentially affected by the planning negatively or positively);

- Assessing the appropriateness of the perspectives and objectives of planning by comparing them with the perspectives, objectives, and policies on environmental protection;

- Determining environmental issues during the implementation of the planning; analyzing and assessing the selection of environmental issues of the planning area; 

- Assessing and predicting the trends in major environmental issues and impacts of climate change on major environmental issues in the case of not implementing the planning; 

- Assessing and predicting the trends in major environmental in the case of implementing the planning (negative and positive trends in major environmental issues; impacts of the planning on climate change and vice versa); 

- Assessing the objectives and schemes for the planning and analyzing proposals for solutions to the maintenance of positive trends and reduction of negative trends in major environmental issues; 

- Studying and proposing environmental protection orientations during the implementation of the planning; 

- Proposing solutions to reduce negative trends and increase positive trends in major environmental issues and formulating environmental supervision plans; 

- Establishing maps during strategic environment assessment (if any); 

- Drafting reports on strategic environment assessment and submitting them to the authority in charge of the planning formulation.
