Regulations on Certificate of Proficiency in Special Training of Vietnamese-flagged ships from April 15, 2020

Recently, the Minister of Transport of Vietnam has issued Circular No. 03/2020/TT-BGTVT prescribing standards of competence, professional certificates, training for seafarers, and minimum safe manning requirements for Vietnamese-flagged ships.

According to Circular No. 03/2020/TT-BGTVT of the Ministry of Transport of Vietnam, CoP in special training shall be issued by training institutions to seafarers who have completed one of the following special training programs in accordance with the provisions of the STCW Convention:

- Basic training for oil and chemical or liquefied gas tankers;

- Advanced training for oil, chemical or liquefied gas tankers;

- Crowd management on passenger ships and Ro-Ro passenger ships;

- Safety training for personnel providing direct service to passengers in passenger spaces of passenger ships and Ro-Ro passenger ships;

- Passenger safety, cargo safety and hull integrity training for passenger ships and Ro-Ro passenger ships;

- Crisis management and human behavior training on passenger ships and Ro-Ro passenger ships;

- Basic training for ships operating in polar waters;

- Advanced training for ships operating in polar waters;

- High-speed craft.
