Regulations of the Central Committee of Vietnam on standards and conditions for the titles of assistants and secretaries

Recently, the Central Executive Committee of Vietnam promulgated Regulation 30-QD/TW on standards, conditions, tasks, powers, appointment process, policies and regimes for assistant and secretary positions.

According to the Regulation, the title of assistant and secretary must meet specific standards and conditions. As follows:

For the assistant position:

- Having appropriate professional qualifications, in-depth knowledge of the assigned field; capable of researching, analyzing, synthesizing information and giving advice; capacity to work collaboratively.

- Hold the position of chief or equivalent or have a leadership allowance coefficient equivalent to that of the head of the department or more for at least 3 years; In special cases, report to competent authorities for consideration and decision.

For the position of secretary:

- Knowledge of administrative work; capable of researching, analyzing, synthesizing information and giving advice; Ability to organize work and coordinate work.

- Having worked for at least 9 years in agencies and organizations of the political system and satisfy the conditions, for example, as secretary of leadership position in Clause 1, Article 2 of this Regulation, holding the rank of expert. main or equivalent; holding the position of deputy director or equivalent, planning ministerial-level department head and equivalent or higher…
