On November 15, 2024, the Minister of Transport of Vietnam issued Circular 36/2024/TT-BGTVT stipulating the organization and management of road transport activities by automobile and the operation of bus stations, parking lots, rest stops, and roadside stops; prescribing the order and procedures for putting bus stations and rest stops into operation.
The regulations for automobiles engaged in passenger transportation on fixed routes in Vietnam from January 1, 2025 are as follows:
- Compliance and maintenance of business conditions for automobiles engaged in passenger transportation on fixed routes during the business operation of passenger transportation on fixed routes.
- Display information according to the provisions of Clause 4, Article 7 of Circular 36/2024/TT-BGTVT.
- The quantity, quality, and arrangement of seats and beds in the vehicle must conform to the vehicle's design; number sequentially from left to right per row and from the front to the back of the vehicle.
- Vehicles must be equipped with emergency escape tools; ensure safety conditions for fire prevention and fighting for motor vehicles as prescribed in Decree 136/2020/ND-CP detailing certain articles and implementing measures of the Law on Fire Prevention and Fighting and the Law amending and supplementing a number of articles of the Law on Fire Prevention and Fighting (amended and supplemented by Decree 50/2024/ND-CP).
- Behind the seat or next to the bed, there must be a safety guide and emergency exit information board; the main contents include: instructions for fastening seat belts (if any); instructions for luggage arrangement; no smoking sign on the vehicle; instructions for using the vehicle’s electrical system (if any); instructions on using the fire extinguisher, emergency hammer, and exit routes in case of incidents.
- At the same time, each vehicle may register and operate on a maximum of 02 different fixed passenger transport routes, 02 routes can start/end from 04 different passenger depots or 03 different passenger depots (in the case of route connection) and be issued 01 badge (the badge lists 02 routes).
In the case where two buses on the same route have consecutive schedules by the same operator, the later bus is allowed to depart at the same time as the earlier bus if tickets have sold out.
