On November 30, 2023, the Minister of National Defense of Vietnam promulgated Circular No. 99/2023/TT-BQP on technical safety and environmental protection inspection of motor vehicles in the Ministry of National Defense of Vietnam.
Circular No. 99/2023/TT-BQP provides for the technical safety and environmental protection inspection of motor vehicles of authorities, units, and enterprises under the management of the Ministry of National Defense of Vietnam used for national defense and security.
Regulated entities are centers and stations inspecting the technical safety of military vehicles and machines; authorities, units, and enterprises under the management of the Ministry of National Defense of Vietnam, and organizations and individuals concerning technical safety and environmental protection inspection of motor vehicles in the Ministry of National Defense of Vietnam.
- Motor vehicles must be inspected on the fixed or mobile inspection line (except for cases of exemption from first-time inspection prescribed in Article 10 of Circular No. 99/2023/TT-BQP).
- Mobile inspection shall only apply to authorities, units, and enterprises in remote areas, border areas, and islands ineligible for bringing motor vehicles to inspection facilities (the distance from such entities to the concerned inspection facility must have a radius greater than 50 km); combat vehicles; ambulances, fire engines, rescue vehicles; overload and over-dimension vehicles unable to enter inspection lines.
- Heads of inspection facilities shall conclude, sign, and stamp inspection sheets, inspection certificates, and inspection stamps and take legal liability for the inspection results.
- New motor vehicles manufactured and assembled less than 2 years from their year of manufacture and assembly unused with granted vehicle registration certificates and license plates as prescribed by laws.
- Motor vehicles exempted from first-time inspection are not required to be brought to inspection facilities (authorities, units, and enterprises shall bring documentation to the concerned inspection facility for entry of inspection data according to Articles 6 and 7 of Circular No. 99/2023/TT-BQP).
Circular No. 99/2023/TT-BQP comes into force as of January 15, 2024.
