On November 28, 2023, the Minister of Transport of Vietnam promulgated Circular No. 32/2023/TT-BGTVT on amendments to Circular No. 10/2020/TT-BGTVT on order placement and bidding for provision of national inland waterway management and maintenance public services funded by the state budget’s recurrent expenditures.

Regular maintenance, regulation, and control for assurance of safety of inland waterway traffic in Vietnam

Specifically, Circular No. 32/2023/TT-BGTVT amends Clause 4 Article 6 of Circular No. 10/2020/TT-BGTVT as follows:

Regarding regular maintenance, regulation, and control for assurance of traffic safety subject to regular implementation from January 1 every year, bidding shall be implemented after the National Assembly of Vietnam issues decisions on state budget estimates and schemes for allocation of the central government budget in the following year according to the Law on State Budget.

Bidding for provision of inland waterway management and maintenance public services shall be implemented once all following requirements are met:

- Plans to select bidders are approved; and

- Bidding documents are approved; and

- Bidding information is uploaded according to bidding laws; and

- Details and list of inland waterway management and maintenance public services are approved; and

- Price of contract package for inland waterway management and maintenance public services is approved as per regulation.

Additionally, bidders participating in bidding for provision of inland waterway public services must satisfy applicable bidding laws.

Circular No. 32/2023/TT-BGTVT comes into force as of January 15, 2024.
