Reduction of Regulations on Foreign Languages and Informatics when Recruiting and Promoting Public Employees

This is the significant content mentioned in the Plan issued along with Decision 69/QD-BNV on drafting Decrees detailing the Law on Cadres, Civil Servants, and the amended Law on Public Employees.

To be specific, according to this Plan, the Department of Public Officials and Employees will preside over the drafting of a Decree on the recruitment, utilization, and management of public employees. This Decree will:

- Replace Decree 29/2012/ND-CP; and related regulations in Decree 161/2018/ND-CP;

- Codify the regulations in the circulars guiding the implementation of the above decrees (05 circulars);

- Specify Clause 2, Article 2 of the Law on Cadres, Public Officials, and Amended Law on Public Employees;

- Review and stipulate guidelines to ensure the reduction of requirements for foreign language and informatics certificates in recruitment and promotion conditions for public employees;

- Reform and simplify administrative procedures in recruitment and rank promotion;

- Detail preferential policies for ethnic minority people.
