Rearrange and reorganize public non-business units under the Ministry of Education and Training of Vietnam

Recently, the Prime Minister of Vietnam has issued the Decision No. 1292/QĐ-TTg on the approval of the Scheme on arrangement and reorganization of public non-business units under the Ministry of Education and Training.

In order to improve the quality of the staff, increase the income for officials and employees, the Government of Vietnam has set specific targets on the number, size and structure of public non-business units for the period 2021-2025 as follows:

- Up to 2021: Reduce at least 10% of public non-business units; reduce at least 10% of non-business payrolls receiving salaries from the state budget compared to 2015. Strive to have 10% of public non-business units self-financed, reducing on average 10% of direct expenditure from the state budget for public non-business units compared to the 2011-2015 period.

- Period 2022 - 2025: Continue to reduce at least 10% of public non-business units and 10% of non-business payrolls receiving salaries from the state budget compared to 2021. Strive to have at least 20% of public non-business units self-financing. Continue to reduce on average 10% of direct expenditure from the state budget for public non-business units compared to the 2016-2020 period.
