Ranking order for some types of public service units in the Labor, War Invalids and Social Affairs sectors in Vietnam is specified in Decision 1290/QĐ-LĐTBXH dated August 31, 2023 announcing internal administrative procedures in the state administrative system within the scope of state management functions issued by the Ministry of Labor, Invalids and Social Affairs.
* The ranking order of some types of public service units under the Labor, War Invalids and Social Affairs sectors at the central level is as follows:
- Step 1: The public service unit prepares a ranking request dossier according to regulations and sends it to the directly managed Ministry and branch.
- Step 2: Ministries and branches receive documents; review and evaluate documents; and decide on rankings for public service units under direct management authority.
- Step 3: Ministries and branches send reports to the Ministry of Labor, Invalids, and Social Affairs.
Subjects carrying out the ranking process for a number of types of public service units in the Labor, War Invalids, and Social Affairs sectors at the central level are public service and service units in the sectors of labor, war invalids, and social affairs directly managed by ministries and branches, including:
- Relocation nursing units, rotating nursing units for wounded soldiers, sick soldiers, and people with meritorious services to the revolution (including units that nurture social subjects);
- Social protection units (including units that care for war invalids and sick soldiers);
- Orthopedics and rehabilitation units;
- Safety technical inspection units.
* The ranking order of some types of public service units under the provincial-level Labor, War Invalids, and Social Affairs sector is as follows:
- Step 1: The public service unit prepares a ranking request dossier according to regulations and sends it to the People's Committee of the province or centrally run city for direct management.
- Step 2: The People's Committee of the province or centrally run city receives the application; reviews and evaluates documents; and decides on rankings for public service units under direct management authority.
- Step 3: People's Committees of provinces and centrally run cities send reports to the Ministry of Labor, Invalids, and Social Affairs.
Subjects implementing the ranking process for a number of types of public service units in the provincial sector of Labor, War invalids, and Social affairs are public service and service units belonging to the labor, war invalids, and social affairs sectors under the direct management of the People's Committees of provinces and centrally run cities, including:
- Relocation nursing units, rotating nursing units for wounded soldiers, sick soldiers, and people with meritorious services to the revolution (including units that nurture social subjects);
- Social protection units (including units that care for war invalids and sick soldiers);
- Orthopedics and rehabilitation units;
- Safety technical inspection units.
