QCVN 16:2023/BXD on products and goods of construction materials in Vietnam

The National Technical Regulation on products and goods of construction materials (QCVN 16:2023/BXD) defines the following terms:

- The state inspection agency for the quality of products and goods of construction materials is the agency assigned and decentralized to perform the task of state inspection of the quality of products and goods of construction materials under the management responsibility of the Ministry of Construction (hereinafter abbreviated as the inspection agency). The local inspection agency is the Department of Construction.

- Group 2 products and goods of construction materials are products and goods that, under conditions of reasonable transportation, storage, preservation, and proper use, still pose potential harm to people, animals, plants, property, and the environment.

- HS Code is the classification code for export and import goods listed in the Vietnam Export and Import Goods Classification List issued by the Ministry of Finance.

- A product batch is a collection of one type of construction material product or goods with the same technical specifications and produced in the same batch on the same technological line.

- A goods batch is a collection of one type of construction material product or goods identified by quantity, with the same labeling content, produced, imported by an organization or individual, and distributed, consumed in the market at the same location.

- A typical sample of products and goods of construction materials is a representative sample for a specific type or kind of product or goods produced according to the same design form under the same production conditions and using the same type of raw material.

- A representative sample of a product or goods batch is a sample taken at a proportionate and random rate from the same batch of goods, ensuring representativeness for the entire batch, used for conformity assessment and certification.

- Goods circulation is the activity of displaying, promoting, transporting, and storing goods during the process of buying and selling goods, except for the transport of goods by organizations or individuals importing goods from the port to the storage warehouse.
