The Ministry of Construction promulgated Circular 04/2018/TT-BXD, attached with the National Technical Regulation on "Construction and Installation of Outdoor Advertising Means" - QCVN 17:2018/BXD, replacing QCVN 17:2013/BXD in Circular 19/2013/TT-BXD.
The construction and installation of outdoor advertising boards and light boxes (freestanding) must adhere to the following principles:
- Advertising boards and light boxes on pedestrian paths at urban roads must comply with the regulations specified in sections 2.8.5 and 2.8.7 of QCVN 10:2014/BXD;- Along inland waterways, advertising boards and light boxes can only be installed in areas with embankment revetments; ensuring they do not obstruct signals or the visibility of vehicle operators; the distance from the top of the embankment to the nearest edge of the advertising board must be at least 10 meters;- Advertising boards and light boxes in parks must have a height between 5 to 10 meters measured from the road surface to the lower edge of the advertising board or light box.
Additionally, Circular 04 supplements technical requirements for the installation of advertising boards and light boxes on highways outside urban areas (currently only regulated for three types of roads: National Highway, Provincial Road, and District Road).
