Public Service Units Allowed to Spend VND 30 Million to Produce Sample Lectures via Video

The Ministry of Finance has recently issued Circular 103/2017/TT-BTC regulating the management and use of non-business funds for the implementation of the Target Program on Vocational Education – Employment and Occupational Safety for the period 2016 – 2020.

Notably, the regulation on the funding level for developing a sample lecture using video is 30 million VND (for a 30-minute lecture), and if it exceeds 30 minutes, an additional 500,000 VND will be calculated for each extra minute.

Simultaneously, for expenditures on digitizing programs, textbooks, learning materials, electronic lectures, and simulated lectures, the specific expenditure levels are as follows:

- Developing virtual experiments or simulated lectures: 20 million VND per lecture;- Purchasing tools for practice and training to serve the lecture: a maximum of 20 million VND per lecture;- Developing electronic lectures: 10 million VND per lecture;- Defining objectives and technical parameters for digitizing and simulating lectures: 500,000 VND per objective;- Appraising digitized lectures: 500,000 VND per appraisal opinion.

Circular 103/2017/TT-BTC takes effect from December 1, 2017.
