When recognizing their limitations in competence and credibility or when serious consequences occur in the field under their assigned responsibility, officials and public employees in leadership and management positions must proactively request to relinquish their roles.
At the same time, in the usage and evaluation of cadres under their management, officials and public employees must be truly impartial and objective; they must not exploit their position to appoint relatives or acquaintances.
