Ministry of Foreign Affairs promulgates Circular 05/2017/TT-BNG providing guidance on foreign affair protocol and the reception of foreign guests visiting localities.

The organization of ceremonies to welcome foreign guests visiting at the invitation of local authorities is carried out as follows:

- At the Airport:- Arrange VIP rooms for welcoming and seeing off guests at the airport. Depending on security conditions, arrange to welcome and see off the delegation at the aircraft stairs, the jet bridge, or at a suitable dignified location.- Present flowers to the Head of the delegation and the Spouse (if any).- At the Provincial Agency Headquarters/Provincial Guest House: Organize the reception ceremony as follows:- The Host and Spouse (if any) welcome the Head of the delegation and the Spouse (if any) at the parking area and present flowers.- The Host introduces the members of the home side to the Head of the delegation and the Spouse (if any). The Head of the delegation reciprocates the introduction.- The Host, the Head of the delegation, and their Spouses (if any) take a group photo.- The Host and the Spouse (if any) hold a social welcome event for the delegation.
