Proposal on continuing to reduce the collection rate of about 35 fees and charges in Vietnam

Upon the implementation of Resolution 50/NQ-CP dated April 8, 2023, of the Government on the Government Conference with Localities and the March Regular Government Meeting, the Ministry of Finance of Vietnam shall report to the Prime Minister on the plan for tax, fee, and fee exemption and reduction in 2023.
 
To continue to support cost reduction for businesses and people in 2023, it is proposed to continue to reduce fees and charges in 2023, specifically:
 
- Continuing to reduce the collection of about 35 fees and charges.
 
- The application period is from July 1, 2023, to the end of December 31, 2023.
 
On April 17, 2023, the Government Office issued a document on the plan to exempt and reduce taxes, fees, and charges for the year 2023.
 
In particular, assigning the Ministry of Finance of Vietnam to take the initiative in formulating documents on the reduction of fees and charges in accordance with the Law on Promulgation of Legislative Documents including report on a decision on the application of simplified orders and procedures to the Circular of the Ministry of Finance.
 
Clauses 3 and 4, Article 20 of the Law on Fees and Charges stipulate that the responsibilities of ministries and ministerial-level agencies are to report on the collection, payment, management, and use of fees and charges in the field of management.
 
At the same time, propose to the Government or the Ministry of Finance of Vietnam the rates of collection, payment, exemption, reduction, management, and use for each charge and fee under the management sector or field.
 
Pursuant to the above provisions, it is requested that ministries and ministerial-level agencies urgently assess the situation of collection, payment, management, and use of fees and charges under their respective management sectors and domains; review and propose to reduce the collection of fees and charges; evaluate the impact of the proposed reduction of fees and charges;
 
Including the case of continuing to reduce the collection of 36 fees and charges (except for road use fees under the authority of the Government) in the last 6 months of 2023 with a reduction as prescribed in Circular 120/2021/TT-BTC under their management, send them to the Ministry of Finance and coordinate with the Ministry of Finance of Vietnam in promulgating the Circular according to regulations.
 
Comments should be sent to the Ministry of Finance before May 15, 2023.
