Proposal of separate policies to develop economic groups under the State Capital Management Committee of Vietnam

Specifically, the Prime Minister requested the Ministry of Planning and Investment of Vietnam to direct and organize the implementation of the following tasks and solutions:

- Research and propose specific mechanisms and policies to develop a number of large-scale economic groups and corporations in Vietnam operating in a number of industries and fields to promote the role of paving the way and leading enterprises in other economic sectors to perform a number of important tasks for the country;

Report to the Prime Minister of Vietnam in the fourth quarter of 2023.

- Urgently submit to the Government of Vietnam to amend and supplement Decree 10/2019/ND-CP on the exercise of the rights and responsibilities of the state owner's representative in order to better suit the requirements of enterprise management, innovation of the owner's management, promoting decentralization, creating flexibility and initiative in the activities of the Commission as well as enterprises, and in association with strengthening supervision and inspection by state management agencies.

(According to Notice 295/TB-VPCP dated September 23, 2022, the deadline for submission is before December 15, 2022).

- Study mechanisms to encourage state-owned enterprises to boldly invest, improve their competitiveness, keep up with the pace of development, and apply science and technology;

Change the business model of the global economy, the development trend in the world, and mechanisms for selecting organizations and individuals to manage and operate a state-owned enterprise or a part of a state-owned enterprise's assets or projects within a certain period of time.

Report to the Prime Minister in the fourth quarter of 2023.
