Proposal Dossier for the Procurement of Public Assets at State Agencies

On December 26, 2017, the Government of Vietnam issued Decree 151/2017/ND-CP detailing certain Articles of the Law on Management and Use of Public Assets.

The Decree specifies that when there is a need to procure public property, state agencies must prepare a proposal dossier with the following documents:

- Proposal letter from the state agency requesting the procurement: 1 original copy;- Proposal letter from the superior management agency (if any): 1 original copy;- List of assets proposed for procurement (type, quantity, estimated price, funding source): 1 original copy;- Other related documents relevant to the procurement request (if any): 1 original copy.

The dossier should be sent to the superior management agency which is the Provincial People's Council (or the agency delegated by the Provincial People's Council) for local units.

Units under Ministries or Central agencies shall send the dossier to the Minister or Head of the relevant Ministry-level agency (or the agency with delegated authority to make decisions).

Decree 151/2017/ND-CP is effective from January 1, 2018.
