On May 16, 2024, the Minister of Finance of Vietnam issued Circular 31/2024/TT-BTC on Vietnam Valuation Standards on collecting and analyzing information on valued assets.

These Vietnam Valuation Standards stipulate and guide the collection and analysis of information on appraised assets in accordance with legal regulations on valuation.

Sources of information collected concerning appraised assets include:

- Information provided by organizations and individuals requesting valuation, reflecting legal characteristics (such as ownership, usage rights, exploitation rights, management rights, and other related rights), economic-technical characteristics (including processes of usage, operation, exploitation, repair, and upgrading of the assets), and other related information (if any). The organizations and individuals requesting valuation are responsible for the accuracy and veracity of this information;

- Information from the results of surveys on the current status of the appraised assets;

- Information from experts, inspection organizations, consulting design, construction, and technical organizations, and other individuals and entities with knowledge and experience on the appraised assets (if any);

- Information from the results of surveys and information collection on the market and market participants of the appraised assets;

- Information from national price databases and information from authoritative state management agencies (if any);

- Other sources of information (if any).

The sources of collected information must be clearly stated in the valuation files, accompanied by reasons and evaluations of the suitability of these information sources to the asset valuation requirements.

Circular 31/2024/TT-BTC is effective from July 1, 2024.
