On November 29, 2023, the Minister of Home Affairs issued Circular 17/2023/TT-BNV on Rules and Regulations on the organization of entrance quality inspections of civil servant in Vietnam.
Civil servant entrance quality assessment is an exam organized by the Ministry of Home Affairs to evaluate and recognize the necessary background knowledge for candidates before participating in the recruitment of civil servants at competent agencies.
The Ministry of Home Affairs issued Circular 17/2023/TT-BNV on Rules and Regulations for organizing entrance quality inspections of civil servant to implement the provisions of Decree 06/2023/ND-CP dated February 21, 2023, regulations on quality inspection of civil servant entrance issued by the Government.
Rules and Regulations regulate the organization of entrance quality inspections of civil servant, including: general regulations; exam rules; registering for the exam; Bank of questions and answers; Regulations on the organization of exams; the Council for Accreditation of Civil Servant Entry Quality (hereinafter abbreviated as the Accreditation Council) and assisting committees of the Accreditation Council; the organization of entrance quality inspections of civil servant; the reporting regime; and the archiving of exam records.
These Rules and Regulations apply to candidates taking the exam to become civil servants in agencies of the Communist Party of Vietnam, the Central Committee of the Vietnam Fatherland Front, socio-political organizations, State agencies at the central, provincial, district, and commune levels and organizations, individuals related to civil servant entrance exams, civil servant entrance quality accreditation organizations, and participants in civil servant entrance quality accreditation organizations.
The unit in charge of organizing the inspection is the agency or unit assigned the task of organizing the inspection by the Minister of Home Affairs.
The coordinating unit to organize the inspection is the Party agency, the Central Committee of the Vietnam Fatherland Front, socio-political organizations, central state agencies, provincial People's Committees, units under the assigned authority of the Minister of Home Affairs, educational and training establishments, and relevant organizations with legal status invited by the Accreditation Council to participate in organizing the accreditation period.
