Promulgation of Circular guiding the Housing Law in the People's Public Security in Vietnam

Circular 56/2024/TT-BCA stipulates the certification form for individuals in the People's Public Security eligible for social housing support policies and housing for the armed forces; requirements for investment projects constructing housing for the armed forces under the management of the Ministry of Public Security.

This Circular applies to:

- Officers and non-commissioned officers in the People's Public Security serving under professional policies; public security personnel serving under recruitment policies.

- Public security units and localities.

- Agencies, organizations, and individuals related to the development and management of social housing and housing for the armed forces under the management of the Ministry of Public Security.

According to Circular 56/2024/TT-BCA, investment projects constructing housing for the armed forces under the management of the Ministry of Public Security of Vietnam must meet the following requirements:

- Such projects must comply with the requirements outlined in Article 33 of the Law on Housing 2023;

- The name of the investment project constructing housing for the armed forces under the management of the Ministry of Public Security must be in Vietnamese and include the phrase "People's Public Security".

More details can be found in Circular 56/2024/TT-BCA, which takes effect on November 5, 2024.

During implementation, if the legal documents cited in Circular 56/2024/TT-BCA are amended, supplemented, or replaced, the amended, supplemented, or replaced legal documents shall apply.

During the implementation of Circular 56/2024/TT-BCA, if difficulties or obstacles arise, public security units, localities, agencies, organizations, and individuals involved should report to the Ministry of Public Security (via the Department of Construction Management and Barracks) for prompt guidance.
