Promulgating the List of templates of documents related to special investment procedures in Vietnam

The List of templates of documents related to special investment procedures in Vietnam issued together with Circular 06/2025/TT-BKHDT includes:

(1) Document templates applicable to investors

- Document requesting the implementation of an investment project (in case of new issuance)

- Document requesting the replacement of the Investment Registration Certificate

- Document requesting the adjustment of an investment project (in case of adjusting the project's objectives)

- Investment project proposal

(2) Document templates applicable to state investment management agencies

- Notice of refusal to issue an Investment Registration Certificate (new issuance/replacement/adjustment)

- Investment Registration Certificate (in case of new issuance)

- Investment Registration Certificate (in case of replacement)

- Adjusted Investment Registration Certificate (in case of adjusting the project's operational objectives)

* Current conditions for registration of special investment procedures in Vietnam

Investors have the right to choose to register investment according to special investment procedures for projects in industrial zones, export processing zones, hi-tech parks, centralized information technology zones, free-trade zones, and functional zones within economic zones in the following two investment fields:

(i) Investment in building innovation centers, research and development (R&D) centers; focusing on the field of semiconductor integrated circuits, component design and manufacturing technology, integrated electronic circuits (IC), flexible electronics (PE), chips, along with semiconductor materials.

(ii) Investment in high technology prioritized for development, producing products listed in the high technology encouraged category as per the decision of the Prime Minister of Vietnam.

Note: Special investment procedures do not apply to investment projects under the jurisdiction of the National Assembly for investment policy approval as stipulated in Article 30 of the Law on Investment 2020.
