The Ministry of Planning and Investment has just issued Circular 13/2019/TT-BKHDT stipulating that the year 2020 shall be used as the base year to calculate statistical indicators at constant prices.

List of price indices for calculating statistical indicators at comparative prices is stipulated in Appendix I of Circular 13/2019/TT-BKHDT.

It can be observed that, compared to the old regulations in Circular 02/2012/TT-BKHDT, the new Circular has detailed the corresponding national indicator codes, the main classification of the indicators, and the publication period. Additionally, the new Circular also supplements the price index of agricultural, forestry, fishery production and services and the wage price index into the system of price indices for calculating statistical indicators at comparative prices, abolishing the living cost index according to spatial division.

Note: The concept, calculation method, data source, and responsible collecting and aggregating agency for statistical indicators in Appendix I of Circular 13 are implemented following Decree 97/2016/ND-CP.
