- Promote the commercialization of 5G; research 6G technology; develop telecommunications satellites and upgrade the national telecommunications backbone infrastructure. Enhance investment and development of high-speed fixed broadband infrastructure.

- Research and propose mechanisms and policies to promote the formation of digital technology industry enterprises.

Additionally, the Ministry of Finance is tasked with leading, in cooperation with relevant ministries, agencies, and localities, the urgent implementation of schemes concerning the International Financial Center in Ho Chi Minh City and the Regional Financial Center in Da Nang; complete the draft resolution dossier for the National Assembly on the international and regional financial centers in Vietnam to present to the National Assembly at the session in May 2025.

Research and formulate special policies to develop economic zones with great potential such as Van Don, Van Phong, free trade zones, border economic zones, and regions following the Resolutions of the Politburo; complete the Resolutions and legal procedures in 2025.

Hastily advise and report to the Prime Minister of the Government of Vietnam on special mechanisms and policies to immediately implement the human resource development program for the semiconductor industry until 2030, with an orientation towards 2050, and ensure resources for implementing the program.
