1. Content of Supervising Asset Declaration of Communist Party Officials

According to Regulation 85-QD/TW of the Central Committee (effective from May 23, 2017), the content of the inspection and supervision of asset declaration of officials under the management of the Politburo and the Secretariat includes:

- Implementation of regulations on annual asset declaration and asset changes owned by the officials under inspection and supervision, their spouses, or minor children;- Explanation of asset changes and the origin of the increased assets.

The inspection and supervision of asset declaration of officials are conducted when one of the following bases is present:

- There is a plan or request from a competent authority or organization;- There are recommendations, reflections, or accusations with grounds regarding dishonest asset declaration;- Officials show signs of violating Communist Party and State regulations on asset declaration.

2. Update on New Regulations on Supervision within the Communist Party

On June 1, 2017, the Central Committee approved Regulation 86-QD/TW on supervision within the Communist Party, replacing the Regulation on supervision within the Communist Party in Decision 68-QD/TW dated March 21, 2012, of the Politburo.

It supplements the regulations on the leadership of the Central Committee, Politburo, Secretariat, party committees, and standing committees of all levels in supervising work. Some key points include:

- Implementing and thoroughly understanding the Party's rules, resolutions, directives, regulations, policies, conclusions, and guidelines on supervision issues from higher and own party committees;- Issuing documents within authority to allow party organizations to perform supervision tasks and to engage the Vietnam Fatherland Front, sociopolitical organizations, and the public in supervision;- Proposing to competent authorities on the necessary additions, amendments, or issuance of documents on the Communist Party’s supervision work.

3. Pilot Innovation in the Selection of Leadership and Management at All Levels

The Ministry of Home Affairs issued Official Dispatch 2424/BNV-CCVC guiding the implementation of the Pilot Scheme on innovation in the selection of leaders and managers at the department, provincial, and divisional levels.

Fourteen central agencies and twenty-two provinces and centrally-run cities will implement the pilot scheme for innovative selection of leaders and managers through competitive exams for leadership and management positions.

Officials and public employees meeting the criteria and conditions for appointment, included in the planning for the selected positions, and currently working at agencies or units needing to appoint selected positions may register to participate in the selection.

Officials and public employees have the right not to participate in the selection if:

- They are suffering from terminal illnesses or are losing consciousness or are hospitalized with confirmed in-patient treatment by an authorized healthcare organization at the district level or above;- They are currently sent for studies, training, or enrichment abroad;- Female officials and public employees during maternity leave.

4. Applying the Salary Rate of 1.3 Million VND for Social Insurance Contribution Calculation

Vietnam Social Security issued Official Dispatch 2159/BHXH-BT on June 1, 2017, providing guidance on contribution rates to the Occupational Accident and Disease Insurance Fund and collection of social insurance (SI), health insurance (HI), unemployment insurance (UI), and occupational accident and disease insurance based on the new statutory pay rate from July 1, 2017.

The statutory pay rate of 1.3 million VND/month is applied as the basis for mandatory SI, HI, UI, and occupational accident and disease insurance contributions for the following subjects:

- Employees participating in mandatory SI, HI, UI, and occupational accident and disease insurance as specified in Article 2 of Decree 47/2017/ND-CP;- Workers working abroad under contracts according to the Law on Vietnamese Workers Working Abroad under Contracts;- Individuals enjoying policies as spouses of officials at Vietnamese diplomatic missions abroad;- Positions at single-member limited liability companies with 100% state-owned charter capital, participating according to the salary coefficient specified in Appendix I issued together with Decree 52/2016/ND-CP, including:- Professional managing officers;- Full-time Party Committee Secretaries;- Deputy Party Committee Secretaries;- Full-time Trade Union Chairpersons.
