Prohibition of Imposing the Collection of Voluntary Contributions

This is the directive of Deputy Prime Minister Vu Duc Dam in Official Dispatch 9974/VPCP-KGVX dated September 19, 2017, regarding rectification of the overcharging situation at the beginning of the 2017 - 2018 academic year.

Deputy Prime Minister requests the Ministry of Education and Training (GD&DT):

- Review the Ministry's documents to ensure thorough and transparent implementation of private investment in compliance with the law;- Collect contributions and voluntary donations must ensure the voluntary nature of individuals and organizations making the contributions and donations;- Absolutely not exploit the name of private investment to organize compulsory or standardized contributions.

Official Dispatch 9974/VPCP-KGVX also mentions the responsibilities of the Ministry of Education and Training (GD&DT) and the People's Committees of provinces and cities in:

- Inspecting, supervising, and strictly handling violations by educational institutions and their leaders;- Promptly supporting students in difficult circumstances, educational institutions in disadvantaged areas, and those affected by natural disasters and floods, ensuring that all students receive full schooling.
