Program to strengthen capacity to prevent and respond to national environmental incidents until 2030 in Vietnam

Subjects and scope of the Program to strengthen capacity to prevent and respond to environmental incidents at the national level in Vietnam

- Subjects of the Program: forces, agencies, organizations, and individuals related to national-level environmental incident prevention and response activities.

- Scope of implementation: nationwide; for environmental incidents involving pollution and environmental degradation in the area of 02 or more provincial administrative units, under the management of two or more ministries and branches, or where there is transnational pollution and environmental degradation.

Mission of the Program to strengthen capacity to prevent and respond to environmental incidents at the national level

- Improve policies and laws on preventing and responding to environmental incidents at the national level;

- Complete the system of organizing forces to respond to environmental incidents at the national level;

- Improve monitoring and warning capacity of monitoring stations to serve national-level environmental incident response;

- Enhance national-level environmental incident response capacity;

- Raise awareness about preventing and responding to environmental incidents at the national level;

- Strengthen international cooperation in research and the organization of responses to national-level environmental incidents.

Funding for the implementation of the Program to strengthen capacity to prevent and respond to environmental incidents at the national level in Vietnam

- From the state budget allocated in regular expenditure estimates and annual medium-term public investment plans of ministries, branches, central agencies, relevant associations and organizations, and localities according to current state budget decentralization; national target programs; other related programs, projects; and schemes to implement the Program's activities according to the provisions of law on the state budget.

- Legal contributions and support from domestic and foreign businesses, organizations, and individuals.

- Ministries, branches, and localities prepare annual budget estimates to implement the Program. The management and use of funds are in accordance with the provisions of the law on state budgets, the law on public investment, and related guiding documents.

Decision 1251/QD-TTg takes effect on October 26, 2023.
