Program for formulating legislative documents and schemes of the Ministry of Construction of Vietnam in 2024

According to Appendix I issued with Decision 928/QD-BXD dated October 11, 2024, the list of legislative documents in Vietnam includes:

* Laws of the National Assembly, Resolutions of the Standing Committee of the National Assembly

Law on Urban and Rural Planning (Submitted to the National Assembly for comments)

* Decrees of the Government of Vietnam, Decisions of the Prime Minister of the Government of Vietnam

- Decree replacing Decree 16/2022/ND-CP regulating administrative penalties in construction;

- Decree amending and supplementing several provisions of Decree 15/2021/ND-CP on specific contents of construction investment project management;

- Decree on urban green trees and public parks (replacing Decree 64/2010/ND-CP on urban green trees management);

- Prime Minister of Vietnam's Decision on procedures for adjusting local construction general planning for functional areas, and local adjustments for the urban general plan of Da Nang City;

- Decree detailing and guiding the implementation of some provisions of Housing Law 2023;

- Decree on renovation and reconstruction of apartment buildings;

- Decree on social housing development and management;

- Decree detailing and guiding the implementation of some provisions of Real Estate Business Law 2023;

- Decree on the construction, management, and use of the housing information system and real estate market;

- Prime Minister's Decision issuing standards and norms for official housing.

* Circulars of the Minister of Construction of Vietnam

- Circular detailing some provisions of Housing Law 2023;

- Circular issuing a framework training program for real estate brokerage practice, and management of real estate exchanges;

- Circular on management solutions for numbering houses and attaching house numbers integrated with the national population database;

- Circular guiding the management council and criteria, conditions for appointment and dismissal of management council members in public service providers in the construction sector;

- Circular repealing certain legislative documents issued or jointly issued by the Minister of Construction of Vietnam;

- Circular guiding the determination and management of costs for preparing simplified detailed planning projects;

- Circular amending and supplementing Circular 12/2021/TT-BXD on issuing construction norms;

- Circular issuing economic-technical norms, criteria, quality standards for public service products, and services using state budget under the management of the Ministry of Construction;

- Circular guiding the quality management of construction materials products and goods;

- Circular prescribing codes, standards, professional titles, promotion, and salary ranking according to professional titles for public employees specializing in Construction;

- Circular on criteria for classification, conditions for establishment, merger, consolidation, dissolution of public service providers in the construction sector;

- Circular replacing Circular 12/2017/TT-BXD guiding the determination and management of costs related to urban development investment;

- Circular amending and supplementing Circular 13/2021/TT-BXD on methods for determining economic-technical criteria and construction volume measuring;

- Circular guiding methods for determining and managing public service costs for urban lighting and greenscapes (replacing Circular 14/2017/TT-BXD guiding the determination and management of urban public service costs);

- Circular guiding the procedures and technical regulations for greenhouse gas inventory, measurement, reporting, and verification in emission reduction in the construction sector;

- Circular issuing procedures for evaluating safety during the use and operation of constructions.

More details can be found in Decision 928/QD-BXD which comes into force in Vietnam from October 11, 2024, and replacing Decision 220/QD-BXD dated March 29, 2024.
