The Minister of Public Security of Vietnam issued Circular 71/2023/TT-BCA dated December 18, 2023 on Regulations on environmental inspection of wastewater of the People's Public Security force.

Professional conditions of Public Security officers performing wastewater testing in Vietnam are as follows:

- The officers in charge of collecting wastewater samples and measuring at the field must have an intermediate level or higher and be issued a certificate of training or refresher training in collecting wastewater samples and testing at the field.

- The officers in charge of testing wastewater samples must have a university degree or higher and be issued a certificate of training or refresher training on wastewater sample testing.

Procedures for testing wastewater samples carried out by the People's Public Security Force in Vietnam

Procedures for testing wastewater samples carried out by the People's Public Security Force in Vietnam are as follows:

- When receiving wastewater samples for testing, the testing unit must evaluate the wastewater sample and consider the request for wastewater sample testing to determine compliance with testing capacity.

In the event that it is not suitable for testing capacity, refuse testing or use a coordinating unit to carry out the testing; In the case of receiving wastewater samples for testing, the samples will be coded and staff assigned to implement them.

- Wastewater sample testing staff, based on parameters and testing methods, prepare appropriate equipment, tools, chemicals, and supplies to conduct testing.

- Testing officers carry out testing according to the process that has been developed according to each specific method.

- Finishing testing wastewater samples.

The testing officer is responsible for writing the testing record according to the form of the environmental testing record at the laboratory and the environmental testing conclusion according to the Environmental testing Conclusion form or the Environmental testing Conclusion form with a laboratory certificate meeting National and International standards according to ISO/IEC 17025 standards.

In case the conditions for conclusion as prescribed are not met, write according to the Environmental Testing Result form or the Environmental Testing Result form with a laboratory certificate meeting National and International standards according to ISO/IEC 17025 standards.

The remaining sample after testing is saved according to regulations on quality control and environmental sample management. The retention time for wastewater testing samples is 30 days after the end of the testing, unless otherwise required.
