Process of receiving application for settlement of lump-sum social insurance benefits over the phone in Vietnam

On December 9, 2022, the Vietnam Social Security Administration issued Decision 3612/QD-BHXH on the process of settlement of one-time social insurance benefits with pilot application of authentication via digital signatures integrated in mobile applications according to Decision 422/QD-TTg in 2022.

Specifically, the process of receiving applications for lump-sum social insurance benefits over the phone in Vietnam is as follows:

- One-window department staff shall access the software to receive documents transferred from the Public Service Portal and check the content declared in Form No. 14A-HSB, profile composition, accuracy of the application, and information on the application:

+ If the dossier is incomplete or incorrect, send a notice (Form No. 03/TB-GDDT issued together with Decision 838/QD-BHXH in 2017) to employees on the Public Service Portal to complete the application in accordance with the law.

+ If the application is approved, a notice of settlement of the electronic transaction file and return of the result for the electronic transaction record (Form No. 03/TB-GDDT issued together with Decision 838/QD-BHXH in 2017) for workers, as well as feedback on processing status to Vietnam National Public Service Portal, will be issued.

+ Transfer all received dossiers to the Department of Social Insurance for settlement.

- When the one-time social insurance benefit has been settled, receive the paper social insurance book sent by the employee and store or transfer it to the file management department for archiving in accordance with regulations with the processed dossier from the Departments of Social Insurance.
