On December 22, 2023, the Minister of National Defense issued Circular 119/2023/TT-BQP on the process of identifying martyrs' remains still lacks information in Vietnam.
The process of collecting and processing missing information about martyrs as of February 5, 2024, is as follows:
- The permanent agency of the Steering Committee for Project 515 (SC515) at all levels receives the request files for collecting and processing missing information about martyrs. The summarized information is recorded in Form BM01-QT01.01/HCLS as specified in Appendix V, issued with Circular 119/2023/TT-BQP.
- The Ministry of Labor, Invalids, and Social Affairs (MoLISA) establishes an interdisciplinary task force to perform the tasks.
- The task force, the Department of Labor, Invalids, and Social Affairs (DOLISA), the management board of martyrs' cemeteries, localities, collection teams, and witnesses conduct surveys of martyrs' cemeteries and areas where remains of martyrs are found. The task force prepares survey reports.
- The task force, DOLISA, the management board of martyrs' cemeteries, provincial military command, collection teams, relevant units, organizations, and individuals collect and provide information, documents related to martyrs, martyrs' cemeteries, and missing information about the remains of martyrs. The collected information is recorded in Form BM02-QT01.01/HCLS and Form BM03-QT01.01/HCLS as specified in Appendix V, issued with Circular 119/2023/TT-BQP.
- Based on the collected information, the task force prepares a report on the results of the information collection.
- The task force and the Secretariat of SC515 supplement missing information for martyrs' remains, graves into the summary section of martyrs' records.
- The task force hands over the files to MoLISA. MoLISA receives the files and supplements information on tombstones and management files. The military units receive, supplement, and amend information on martyrs in the records and the managed list of martyrs.
