The Government of Vietnam promulgated Decree 149/2024/ND-CP on November 15, 2024, guiding the Law on Management and Use of Weapons, Explosives, and Supporting Instruments, which prescribes the procedures for training and drilling on management and use of weapons, military explosives, and supporting instruments in Vietnam.

(1) Documentation required for an agency, organization, or enterprise requesting training in the management and use of military weapons, explosives, and supporting instruments includes:

- A proposal document that clearly states the need, number of participants, and details of the training; time and location of the training sessions;

- A list of participants detailing their full names, dates of birth, personal identification numbers, and positions; accompanied by three colored portrait photos sized 03 cm x 04 cm, wearing outfits as per regulations (photos must be taken no more than 6 months prior to the submission date).

(2) The dossier as stipulated in section (1) should be submitted via the National Public Service Portal, the Ministry of Public Security's Administrative Procedure Resolution Information System, or sent by post to the competent authority as specified in Clause 1, Article 15 of Decree 149/2024/ND-CP. In cases of direct submission, the proposal document must include the full name, position, personal identification number, or passport number of the contact person.

(3) Within 3 working days from the date of receiving the complete dossier, the competent authority as specified in section (2) is responsible for reviewing the dossier, drafting a plan, and deciding to commence the training session; arranging training personnel that meet the standards as stipulated in Article 14 of Decree 149/2024/ND-CP.

In cases where the agency as referred to in points c and d of Clause 1, Article 15 of Decree 149/2024/ND-CP organizes the training, following the decision to open the training session, a notification and the decision to commence the session must be sent to the competent authority as specified in Clause 2, Article 15 of Decree 149/2024/ND-CP to organize inspections, assessments, and issuing of certificates for the use and management of military weapons, explosives, and supporting instruments.

Decree 149/2024/ND-CP is effective from January 1, 2025, with the provisions in Articles 9, 10, and 11 becoming effective from July 1, 2025; and the provisions in Article 7 take effect from January 1, 2026.
