Procedures for technical safety inspection of composite LPG cylinders from January 15, 2025 in Vietnam

On November 7, 2024, the Minister of Industry and Trade of Vietnam issued Circular 22/2024/TT-BCT on the procedures for technical safety inspection of composite LPG cylinders in Vietnam, designated as QTKD: 19-2024/BCT.

Procedures for technical safety inspection of composite LPG cylinders from January 15, 2025 in Vietnam

The procedure for inspection of occupational safety technical standards for composite LPG cylinders applies to the initial inspection, periodic inspection, and abnormal inspection of composite LPG cylinders (hereinafter referred to as the Procedure) under the management authority of the Ministry of Industry and Trade of Vietnam as stipulated in Appendix Ib of Decree 44/2016/ND-CP.

This Procedure does not apply to mini LPG cylinders used for portable gas stoves or refillable welded steel cylinders used for LPG.

* Applicable to the following entities

- Enterprises, agencies, organizations, and individuals owning or using composite LPG cylinders (hereafter collectively referred to as facilities).

- Organizations engaged in the inspection of occupational safety technical standards (hereinafter referred to as inspection organizations) and inspectors who are certified to inspect group D (LPG cylinders).

* Forms of inspection and inspection timelines

- Initial inspection: Before being put into use.

- Periodic inspection

+ When the previous inspection period expires.

+ For composite LPG cylinders used for less than 17 years (calculated from the initial inspection time), the inspection cycle follows the manufacturer's regulations but does not exceed 05 years from the most recent inspection.

+ For composite LPG cylinders used from 17 years to less than 20 years (calculated from the initial inspection time), the next inspection period does not exceed the 22nd year of use.

+ For composite LPG cylinders used for 20 years or more, the periodic inspection period does not exceed 02 years.

- Abnormal inspection: When deemed necessary by the facility or as required by the competent authority.

* Implementation organization

- For facilities:

+ Perform inspections within the specified timelines.

+ Provide relevant technical files and documents related to the composite LPG cylinders being inspected to the inspection organization.

+ Assign personnel to witness and coordinate during the inspection.

- For the inspection organization

+ Based on this procedure and national technical standards for composite LPG cylinder safety, inspection organizations should develop detailed procedures for the occupational safety inspection of composite LPG cylinders without contravening this procedure and the national technical standards for composite LPG cylinder safety.

+ Composite LPG cylinders may only be inspected at the inspection station of the inspection organization that has been certified by the Ministry of Industry and Trade to be qualified for occupational safety technical inspection for group D (LPG cylinders).

+ Conduct inspections in compliance with the relevant safety technical standards and regulations.

+ Conduct inspections according to the steps specified in this procedure to ensure accurate conclusions regarding the condition of composite LPG cylinders.

+ Prepare inspection reports and issue a Certificate of Inspection Result according to regulations.
